You set up a 1v1 scrimmage by entering your Guild Hall, clicking Enter Guild Battle, host a scrimmage match (while you're not in a party/team). Then the opposer clicks enter Guild Battle, enter scrimmage w/ ------, and you're there, fighting amongst yourselves in the guild hall. It is usually played without picking up a flag or destroying footmen or other foes, just 1v1 at the flag stand or whatever meeting place.

You have to realize that most warriors in a 1 vs. 1 match will NOT attack through hexes, and will either (1) try to remove the hex or (2) will wait until the hex expires to attack.
Therefore, you need SOMETHING else (other than anti-attack hexes) to stop him.
Try a N/Me Curses/Domination build. It should give you the best of both worlds.
Diversion to disable Healing Signet for 80 seconds.
Wastrel's Worry to force him to use skills or die.
Spiteful Spirit, Price of Failure and Empathy just in case he decides to attack to avoid Wastrel's.
Faintheartedness to cause some armor-ignoring degeneration/slow him down.
There are a variety of other skills that you can substitute for these as well, but again your primary objectives should be to (1) disable healing signet (2) attack preventing hexes (3) damage (better if armor-ignoring) if he decides not attack.

Assume he'll come either as
A. W/Mo with at least two hex removal skills, one of which is Holy Veil.
B. W/E or some other all-offense build.
Assume he'll bring Sprint and Healing Signet in any case.
Hmm. That's a lot easier for an elementalist to beat than a necro.
N/E maybe? Blood and water, and maybe some energy glyphs? Rust, two Water Magic snares, Ice Spear, Parasitic Bond, and three vampiric skills would add up to a great skill bar except for the small matter of energy management. Not sure how to get around that.

Well, a degen necro will be able to win provided that said necro has some way to prevent Healing Signet. I'd recommend some sort of heavy degen and weakness along with something to prevent healing signet. The key here is that you want something to shut it down, not just interrupt it. For that, I'd recommend going with /R just for Distracting Shot.
On a side note, if he has Purge Signet, interrupting that could be a VERY high priority, as that signet is amazing vs. any sort of hex build. It will destroy any degen build based around Life Transfer. Anyway, those are my thoughts.
